Another step required to unlock it is too hear all the yellow marked
Replycassettes (Listen to all the cassettes just to make sure). Then do any
random side op and after you accomplish that side op the mission will be
unlocked.
This game’s ending was a tad confusing, it makes more sense when you listen
to all the tapes they give you after.
I’m still upset that Quiet is gone :(

I THINK I FIGURED IT OUT. I think it goes by completion percentage. The
Replyinstant my completion hit 49 percent it unlocked. Try this guys. Maybe its
one of the things you need on top of what everyone else is saying or maybe
its the main thing.

ReplyI just unlocked the mission. Here is what I think is important to unlocking
Replymission 46. Complete Wondering MSF soldier up to the 4th mission of that.
Completing all “important side ops” and selecting on all important casette
tapes highlighted in yellow. I dont think the level of mother base really
matters. Like this up if you find this helpful so others can learn what to
do!

base expansion is bigger than yours. After all this i still haven’t
